If the fan runs all the time, then it is possible that the high limit control needs to be reset. Some can be reset and some are autmotaic.
Turn Power off -Turn thermostat up Turn power back on, if you here the contactor pull in then your problem is probably a limit switch that needs to be reset or replaced, thats if you have no heat.
These limit switches can be located inside the main control panel or located on the outside of the heater
