This problem comes when you don't have directx installed in your PC. First un-installskype. Then download and install the latest directx. If DirectX11 don't help, then use DirectX9. get it from http://www.microsoft.com/games/en-us/aboutgfw/pages/directx.aspx. Then reinstall the skype. Your problem will go away.
