2 probably causes
to check this 1st unplug the machine
now take the top off ,there are 2 screws underneath the front edge of the cover assessable when the door is open, and 2 on the back you will want to back the shreddr up to a table when you take off the top (the sensors and switches are all still connected so this takes the stress off of the wires)
now you will need to remove the blade guards there are screws at the left and right ends of the guards,
once these are removed you should have a pretty good view of the blades, look for any visible obstruction (part of a binder clip or paper clip or metal closure from an envelope for example)
if this wasn't the cause try this
on the side of the blades there is a fan wheel that is connected to the motor. When you turn the fan with your hand you can manually turn the blades, typically you will be able to turn it to a given point and then it will be increasingly hard to turn, you might also notice that the bar on the outer edge of the blades begins to bend at this point. These bars seem to break under fairly low stress and having one break will also produce the symptoms you described. replacing one of those is a costly repair, (cost is largely because it is very time consuming,)
