Yes, that's where filter is and it does open counterclockwise. If it seams stuck than don't force it since it frequently happens that some firm object accidentally placed in with the clothes drops trough the basket and prevents turning of filter.
What you can do would be to give filter a slight nudge, try turning it both ways, moving that foreign object with vibrations and if that doesn't help than unplugging and turning machine upside-down should do the trick. I've experienced identical problem several times with a hairpin and once with .22 unfired bullet! Just be patient with it and do not use excessive force.
