For some reason the grind time has been reduced producing much weaker coffee. I re-checked the grind setting to be sure it was set on "robust", but even when set to "strong" the grind timeis only about 5 seconds. The manual says it should be about 10 seconds

That rarely happens on that machine. infact it makes the best coffee. Push and hold the P button until you see word FILTER. Now turn the Rotary Dial until the word AROMA is displayed. Push the button inside the Rotary dial and select from ROBUST. Push the button again to confirm your selection. Now push the P button again to get back to making coffee, indicated by READY in the display.

Replacing the circuit board is not a end users serviceable part so asking how do i replace the part is not going to get a simple answer.

I looked up repair info on this trying to find the part for you and this unit was discontenued so finding a part will be riduculas waste of time and your money, from the reviews on this machine being the wrose investmate for a machine, I would simply tell you my advice repair or replace.

Yes the board needs to be replaced it contans the grind times and if there way off then you are correct but the replacment will prolly cost more then the thing is worth,

Just to confirm what is exactly the model of your machine, and in addition have you try to ujust the grinding to more fine.
Electronic control board is located behind the front top panel. In order to remove the front panel first you need to remove the back panel and the two side panels. They are secured with four screws each and they are obvious to see. The front panel have a screw in each corner and you must remove the drug drawer first. In order to remove the control panel you need to take out all wire plugs but remember to take some photos before so you will have records if you forget about something.
Also please note out of ten difficulty is only seven to replace the board however is delicate job and need to have a similar experience before either you have a lot of possibilities to damage the new board.
Also please remember to remove the power plug of the machine.
