This is a typical problem in the early 4x4s. First check with a voltmeter set to ohms(continuity). Then unplug the wiring connector at the actuator usually located by the differentials. Connect the ohm meter and measure the resistance. U should have a small reading. If not its the actuator is at fault. If there's a reading, check to see if the cabling and the switch is faulty.
