The gauge is a small electric motor mounted to the IP board. I have seen them pass a self test, but won't sweep when tested with a scanner. A lot of these motors you buy online. Not hard to replace. Yours is soldered on the board. There is no difference in any of the motors on the board. I go to junk yards and find IPs that are broken. Most times they give them to me. Other times it cost a couple dollars.
If your car uses the CAN-bus system it is possible the system must be told it has a new fuel pump and gauge unit fitted before it will work.
Any codes connected with the instruments can't be read on a normal obd2 scanner or code reader and altogether more dedicated equipment and software is needed for car and chassis systems. Obd2 is only for things that will or are likely to affect tailpipe emissions.
