That fuse is for the secondary air pump which injects air on cold start up to help reduce emissions. Because it is cold emissions are not monitored the same way as when it’s warmed up so it may not trigger and engine light. My guess is that it was removed because it may have shorted causing the fuse to blow or causing a drain on the battery. I would either repair the pump or leave it the way it is.
If the check engine light never came on... what’s the problem.? Is the car not running.? Not running right.? A lot of cars have fuse boxes with an empty spot for a fuse. If you own a car without electric windows... and the factory makes a model like yours, that comes off the line with electric windows, then that spot may be used for that car that has electric windows.
