Depends on what Cadillac you have, but most of them use a solenoid that opens the filler cover when you push the button on the dash. If the button is not working, there is a manual release cable inside the trunk near the filler. Problem could be the solenoid, wiring or a stuck latch behind the cover.
Some newer cars don't have gas caps, just push the gas nozzle into the center of the filler, a flap will open. If your still stuck, go to a full service station.
