If one of the ignitors is arcing constantly then either a wire is shorting out of one of the front gas valves is bad completing the circuit tell the stove you need the spark to light the gas. But if you have been under the top cleaning, like you are supposed to do at least monthly, then a wire may be shorting out. Is there a certain burner you use most often? If so maybe you can unplug the wire going to that switch to see if it stops the arcing, if not that one try others until you figure out which switch is causing it to think you are wanting to start your stove... good luck.
