To check the patio heater first make sure all the pipes/hose are clear, remove debris and check for insects, water and air. If these are all clear and the regulator is working OK then the most likely cause will be a worn thermocople, these wear out and are easy and cheap to replace. Found this site very useful for patio heater top repair tips.
This can sometimes happen if the propane tank runs empty or the unit has been setting for some time. It is typically the regulator is stuck and will not allow gas to pass through the regulator. You may need to clean your regulator with some WD-40 or sometimes just tapping on the regulator several time with allow the diaphragm to start working again.
