Have taken timing belt and pulleys off,refitted with timing marks on the pulleys at 12 o clock position.When the engine is turned slowly with kick start either the crank locks or the piston seems to be touching something or could it be a gear?What do I need to do to fix it?

More like the piston is touching a valve. quick test, romove spark plug using and indicator ( i use a pencil) in the hole slowly raise the piston to top, none of the valves should be open, if so then th timing is off
