We are a service center for these type of heaters. The most common problem causing surging is the air pump and or the rubber hoses. If the pressure gauge holds steady then it is most likely one or both of the hoses. New from the box we get heaters with the hoses bent and sometimes even rotten. In an emergency you can turn the carbon vanes 180 degrees and put the pump back in service.
