Is there voltage to the element. Did you test at element? if there is voltage there, and no heat, Bad Htr. Element. If No voltage at element, then heater is not getting OK to come on, or your Contactor is Bad. Is there proper voltage at heater Contactor Coil? There will be a label on the side to indicate Coil Voltage. If proper voltage at coil and no voltage at element, bad Contactor. If no voltage at coil, then the heater is not getting confirmation to heat! One of the switches has an open circuit. Or in laymans terms it is OFF.
