13 years is a long time for a heat pump. Running both winter and summer the compressor gets worked 'twice' as hard - with no rest in between.
That's why it's a good bet (if all the filters 'and' coils are clean) and you've not sprouted a 'leak' somewhere - that the 'valves' could be getting weak - thus the compressor is not pumping as well - as in the past and therefore not working as well.
Easy enough (for a Service Tech) to check out. Simply by putting the guages on - he/she might be able to tell from the readings - but surely after running a test or two - he/she will be able to to tell if the valves are still strong or not.
My bet is - they're weak.
If they are - you're looking a replacement of a major component and in fact the most expensive one.
