Are you using this heater for a residential application? 208V is typically only seen in a commercial/residential setting. It would be unusual for a home to be wired in what they call 3 phase which is how a 208 voltage is obtained.
Hope this helps. I would strongly advise that you consult with an electrician as 3 phase voltage is not for the average DIY'r.
Sorry. I meant 208 voltage is typically seen in commercial/INDUSTRIAL settings and not in residential.
