Under the carburetor, there is a solenoid valve that is supposed to have + 12 volts across the two terminals when the ignition is on. It is designed to shut off the main jet in the carburetor when the key is off. The solenoid is prone to sticking and may be about half-way stuck in your case. Turn off the fuel valve under the tank. Remove the solenoid and observe the core action when the key is on-off. It may be cleanable, but probably better to replace it. Hope this helps!
