My service guy told me this was due to the water coming into the dishwasher not being hot enough. He suggested I run the hot water in my kitchen sink prior to running the dishwasher. That seemed to resolve my issue.
Most dishwashers will heat the water to the designed wash temperature so pre-heating the water by running it down the sink drain will replace the cold water in the line with hot from the heater, like pre-heating an oven.
