These filters usually get replaced by pushing a new line through the hole in the gas tank from the outside. Once you have the line in an inch or two you can use long tweeters or skinny-long pliers to pull the line out through the filler neck. Try cutting the fuel line tip into a "V" to make it easier to start. A little spit or light oil helps too.
The fuel line provides it own seal on most gas tanks so it should be hard to start otherwise it may be too skinny and allow fuel leaks! If you have a good fuel line already installed you can see if it is long enough to extract from the tank and put the filter on. You can disconnect the fuel line at the carb to give yourself some extra line to work with. Just be careful not to pull it all the way through the tank. Be careful and good luck!
