Horizontal line across screen, only when dragging over large areas with the cursor
We have just replaced an older Samsung Monitor with a brand new AOC i2352Vh monitor. Interestingly one glitch on the monitor display has remained. An ugly flickering thin white line appears , but only when dragging the mouse over larger areas or sometimes this also happens when hovering over icons. We are running Windows 8 Professional and a brand-new computer with an AMD Phenom II CPU and a 1GB Gigabit Graphics Card. The AMD driver has just been updated today, but the issue doesn't want to go away. When running fast graphics intensive games the display seems fine. It's just when doing things with our mouse. We have even swapped mice, but that also makes no difference. We would like to know, what is the likely cause of that glitch? Is there a driver that could fix this?

Have you tried updating DirectX?
You can also try scanning your computer with RadarSync (for free) to see which drivers are outdated. You can then install the updates by searching for them using Google. But, if you want to let RadarSync update them automatically then you can buy the license.
