hose connection attaches to the wall of the pool there is a lot of water pressure coming out of the black cap.I have replaced with new ( very expensive ) but same problem is happening.This is taking away the pressure to the polaris and it is not moving as it should

Make sure that the blue restrictor disk in in place to decrease water flow. That is a common problem with these pool cleaners. If that still isn't enough, you cleaner should have also come with a red restrictor disk that limits water flow even more. You could also try unscrewing the pressure valve to decrease RPMs and pressure.
