CECT phones are always unlocked. However, your particular CECT phone may use different frequncies than what your cell carrier uses. Think of if this way, your CECT phone works like a FM radio. Your phone might use 800mhz for making phone calls, and 2100Mhz for surfing the internet. But your carrier (T-Mobile, Orange, AT&T, etc) might using 800Mhz for phone calls and 1900Mhz for surfing the internet. If this is the case, you will not be able to use that phone on that carrier for data. Sorry.
