I noticed this is a very small motherboard, so the control panel conector may be not identified. I just see a 16 pin conector by the lower left corner, below RAM bank and among IDE conectors and PCI slot. Try to short those pins and see if it powers on. You may begin by pins 1 and2, etc. The pin 15 should be where one is missing. Thanks
