No way of knowing for certain whether a pump is good or not though an experienced mechanic would make an educated guess from a visual inspection and by operating it by hand.
The only certain method is to fit a vacuum/pressure gauge while the pump is fitted to the engine and then to run the engine. If the gauge reading meets or exceeds specifications and will hold a vacuum and a pressure it can be assumed it is serviceable.
