Ok, well there are quite a few picture resizers out on the 'net. These allow you to Resize the image adjust picture "Depth" and save as differing Formats too. One such program is Picture Resizer, by Microsoft, installing this gives you a Menu, under the Right Click, menu, that allows you to select and adjust the pictures. Go below and download the Power Toy... Install as Administrator, and if required set to Compatibility Mode for XP SP2.
