Interstingly enough I could not find a copy of your manual in the usual sites. Even RCA themselves do not have the manual available online. There timers usually don't vary much when the model numbers are close. Normally you go to the menu that gives you the choices of Clock, Program, Tuning, and Setup. You would choose Program. Then choose the Program that you want to delete and highlight it. At the bottom of the screen you should see a choice that will say "TO ERASE PRESS CLEAR" and "TO EXIT PRESS MENU". You would press CLEAR. The following website will allow you to download a copy of the manual for the DRC6350N. There shouldn't be that much difference between your model and this one.
You will need the Adobe Acrobat free reader to be able to view and print the manual. If you don't already have it on your computer you can find it at this website:

Once you choose PROGRAM from the main menu the first event that you set up a program for should show up on the screen. On the bottom of the screen you will see both TO ERASE PRESS CLEAR and TO EXIT PRESS MENU. You would press CLEAR. If this is not the program you want to delete you would use the LEFT and RIGHT arrow keys on your remote to go forward or backward through the items that you have programmed. Once you get to the program you want to delete just follow the instructions laid out earlier in this message.

I'm sorry to see you are still having issues with clearing the program.
To get to the screen that you are on that only gives you the directional arrows and the Quit option do you actually go through the main menu and then choose programming? The reason I ask is that sometimes VCR menu systems will allow you to either just review your programs under one menu, and then they will give you another menu that allows you to actually Add, Edit, or Delete timer programs. I am not sure why I still cannot find a specific copy of your model number's user manual, but I'm wondering if your particular model was a special model built for a particular retailer or wholesaler, and that is why it is so difficult to find the manual.
Sometimes the menu system that allows you to add programs also allows you to delete those same programs. I would try and go through the menu system you use to add programs and take a careful look on the screen to see if there is a special key to press to enter the edit menu. If that is not the correct way then go into the system to add programs. That system should take you to the next available programming slot that is empty. At that point try and go back one step to the previous program, which should be the one that you already have in place. Once you see that take a look at the bottom of the screen to see if there is an entry that allows you to either clear each line separately, or a way to clear the whole program, Meanwhile I will keep digging in my resources to see if I can find the answer.
The only other suggestion I can make at this time is if you do have your actual manual it should give you step by step instructions to clear the program. The manual I mentioned in my first post describes the deletion steps right after it states the programming steps.That would be the normal layout of most manuals. Of course these manuals can also be extremely vague, and if it was clear enough you would probably not be here looking for help.
