Test the wires going to the sender by using a test light on them with ignition on. If the gauge moves then the wiring is probably OK. The senders are touchy and may have burned out the thin wire coil that runs through them. Wiggle it- see if the gauge moves. The senders are a sealed unit, so it usually requires replacing when defective. Be careful with electricity around fuel or an open gas tank.
