How do I locate the proper faulty capacitor on the main board to fix the issue with the unit not charging?
I placed a meter on it and it's only reading 6.3 volts DC. Tried searching for a repair/service manual, but it's like they don't exist.

Lawrence Oravetz is correct, however, a little more information: I have never found a capacitance checker that really works with in-circuit capacitors or that was accurate! We would have to pull on leg of each capacitor and test it. This has two problems 1.) the leg breaks off or 2.) the foil overheats. Proceed at your own risk. If you can get an oscilloscope on it you should find it! I love it that you're trying.
Why don't you check all FETs / IGBTs as well fuses on the charger side of the board.
Electrolytic Capacitors puff up when they short. The top of the housing is no longer flat. It becomes domed. The plastic label may dis color and split. The rubber plug in the bottom of the capacitor can blow out and leak the innards out. Other types of capacitors cannot be easily checked with a volt meter unless you have a diagram with the voltage expected at that point is given.
