The remote control which came with your TV may have a button for Closed Caption (CC). If not, with the TV on, press the Menu button. There is probably a Display choice on the Menu, from which you choose Closed Caption.
Many remote controls for cable or satellite dish TV services also have a button specifically for choosing Closed Caption.
If you kept the user manual for your TV and / or the manual for cable or dish TV service, there should be information on choosing Closed Caption in the manual.
If you do not have the user manuals, if you choose Comment here and type in the make and model of your TV as well as name your cable or satellite TV provider (if you have one), then, I or someone answering for Fixya can probably find the user manuals or instructions online for you.
