There is no Qliner utility V21.5. There is not ever a V3.0, to my knowledge.
I am not certain what type or how your laptop is configured, but it probably had keys already assigned for connection to the internet. If you installed a Qliner utility and rebooted, the key combinations may have been reassigned to those of Qliner. At that point, see if pressing the Windows key plus the Z key will pop up a keyboard. There are some links offering tutorials for use of Qliner. However, the page does not allow downloading of Qliner, available elsewhere. If you can not get it working, it probably begs uninstalling and maybe even going back to a system restore point to recover the original hotkey assignments for your laptop.
