If Shooting in Auto, flash will come on when camera senses it needs it. If you want it on and still want to shoot in auto, move dial to M or P or other manual mode. The press the flash pop up button on left of the flash and turn dial back to Auto. Now you can use the flash when you want to and still use Auto.

In the advanced modes (PSAM) you decide whether to use the flash or not. To use the flash, press the flash button at the base of the prism and the flash will pop up. When it's charged up the flash icon will light, and you can shoot. When you don't want to use the flash, press the flash down until it latches.
