Loosen the two bolts that hold the master cylinder onto the handlebars and make sure the master cylinder is all the way back against the throttle control switch housing. If that doesn't fix the problem, you'll need to open the throttle control switch housing and replace the switch. It sticks out of the switch housing right in the front where the brake lever is.
