To get to the brushes on almost any power chair, or scooter, there is a screw that is found on the motor. The "brushes" are actually a long skinny piece of carbon attached to a small plate, and a spring. Be very careful unscrewing it, as the spring may cause the screw to fly off to some foreign country, never to be seen again. At least that's what it seems like.
Hi there you really need to take motor off and then you can get at brushes, but my advise to you is to have the motor serviced as it is not always brushes that cause problems.
if you do this yourself be careful as if you do it wrong you may need a replacement motor and they are expensive.
PS you can have the whole scooter serviced which includes all axle, motor and fully cleaned for just 50 pounds
