If have only seen this happen a few times, first, i save the part from old water heaters that i replace, so i always have a couple . Second , the vent at the bottom could be parcially blocked from dust so you dont have proper air flow (blow it out with air). Third the heater could be over heating and creating too much heat near the burner. I would NEVER recomend bypassing this system , remember its a safety system , much like i would never plug a T&P .Also i have tried to purchase this part and it has to be ordered, not good when you are under the gun.
