How do you stop scroll from sliding down on its own on acer laptop aspire 4250?

When I am on a page with scroll bar, it will suddenly slide down, whether I'm using external mouse or the mouse pad.

Go to your control panel then choose the mouse option. Under the wheel tab you should see scrolling options.
