I take it you are talking about the air blower rotor? YES--(Normally) It should have all four slots filled with sliding vanes.
Question are you getting enough air for combustion?
Does the blower motor have any trouble turning the rotor with only 2 veins in it? I would think the blower would be leaking alot thru the empty slots, too Do you need a source for the Parts?
