How to assemble belt
Dryer was tumbling. Stupid me put in sneakers. Dryer stopped tumbling, but heating element works. Belt could just be off pulley, but person who will be repairing problem isn't looking at it until noon today. Just need to know basics.

Hello Denise, I have seen this problem many times. The sneakers by themselves in the dryer cause a shock effect , when the weight of the sneakers tumbling onto the drum overloads the skinny belt and the belt breaks every time. Usually. if you dry the sneakers along with other clothes or towels this will not happen.
