How to cure briggs and stratton motor model 313707-0162E5 from hunting and surges. I have clean carburator really well. I have dunked in chemicals, ran a wire in all holes, compressed air and carburator cleaner really really really well its not carburator. I think it might be in engine like a rpm regulator? how do i get to it?
First off make sure there is not any grass clippings or gunk clogging the flywheel fins and passages. Most Briggs engines use an air vane flapper to regulate RPM. But more likely your carb springs have relaxed (lost tension with age). Try a new set of springs. They are inexpensive. These are factory calibrated. When the springs lose tension the thing will rev up then slow down, then rev up and slow down, endlessly.

Spray ether around the gasket between the carb and engine block, if the engine speeds up you have an air leak.
