How to fix a Lexmark E321 problem?
It was working perfectly until the toner run out and I had to refill the cartridge and put a new chip. Now the printer starts and, after doing some tests all the leds are blinking.

Obviously something is wrong with the cartridge or the chip since it was working before. Try buying a new oem cartridge or even an affordable compatible cartridge online, install it, and I'll bet your problem is resolved.
