How can I fix the two brass latches at top, front of side support arms on Baby Trend Expedition SX Baby Stroller? They are meant to latch the two metal rails/tubes together and 'secure' the stroller. It appears they are supposed to rotate forward to engage the locking bar, but they are not. Help!
