This can be tricky and dangerous if you are not familiar.The cord winder had a metal coil system that spins very fast.Sometime people pull the cord too far out causing the coil to seize.To get to the winder slide off the "Electrolux" slide off[located on the sides of the vacuum] Your best bet is to take it to a vacuum repair shop.Before trying anything take a flat screw driver and puch it in the hole where the cord comes out and push it in,sometimes this fixes the problem sorry I cant tell you more as it is hard to explain the procedure....Please be careful.
