Was there even USB when DirectX 7.0 was released? I guess so. Ignore it and install anyhow (since DirectX 11...14 are in the API of newer OS than Win98) or pick some drivers that don't require 18-year-old Microsoft bundling.
The company's drivers are at http://www.qhmpl.com/drivers.html (with yours at the bottom, I think) and there are probably better substitutes; in fact, I kind of expect that current Linux and Windows versions have drivers built in so you could just plug in the thing and have a working controller, force feedback controls et al. But maybe you need that ol' thing.
