I would say you have two options, purchase a new fog lamp(s), or you could use JB weld epoxy for plastic(you can find in any auto store) and once it fully cures there is virtually no chance of you ever taking the lens off(if you should ever need to , but i doubt it). just take fine grit sand paper to rough up the application area a bit, then mix epoxy and apply.
