The NIST time sync only works if turned on. the clock in the BIOS is chip, called RTC first things first. no PC stated, so no year guessed. the PC RTC chip show up in bios screen 1. called real time clockl. if can not hold time or date correctly the RTC coin cell is dead. replace it. and if dead things go worse from there, with NVRAM going dead, in windows 10 , click time in the task bar. then click date and time settings. bingo
