How to troubleshoot a water heater
I changed water pressure relief valve, filled tank,left hot water open on sink when refilling til steady stream with no air pockets came out, turned on gas, lit the pilot, water is hot problem is when i use hot water now if you stand next to heater i can actually hear the water refilling or trying to keep up with the water being released to sink. I've never heard a heater do this before. whats up with this?

1) If water flow stops when tap is off, then Sound of water running: could be factory-installed heat trap inserts or nipples: These things cause noise.

2) If sound of water continues when tap is off, then there is a broken pipe or leak somewhere in plumbing system.
