It is because your Windows monitor settings are OUT OF RANGE if you can boot into Windows normaly just rite click on the desktop, chose properties, than settings tab (if it's XP), go to advance, than monitor, look for frequency refresh rate, change to 60Hz, than save, than reboot
if you can't boot into Windows, try booting in SAFE MODE by pressing (F8) key at startup than do the above starting at -- rite click on the desktop...
It means you have set the resolution too high for the display to handle (1280 x 1024 max).
If you have a monitor capable of higher resolutions you should hook it up and use it to lower the resolution back to a level your monitor can handle. To change resolutions in windows XP right click the desktop and select properties and choose the settings tab.
If you do not have another monitor you should restart in safe mode and change it from there.
