To seat the screw deeper in the workpiece, you turn the adjustment collar to the right. To seat the screw higher in the workpiece, you turn the adjustment collar to the left.
If you've been using it a while and turning the collar is difficult, you've probably got some plaster dust, dirt, etc. built up in the threads for the collar. It's probably worth breaking that chuck and collar down, giving it a good scrub with an old toothbrush and putting some dry lube on it. I'm partial to Dupont's Multi-Use Teflon spray. It doesn't attract sawdust or dirt.

If you don't want to mess with it, a Dewalt service center can clean your drill up for you pretty reasonably. I was in one in early June, 2010 and they had some 10% off service coupons sitting on the counter.
