In case you want to try something at the low price end (actually it's free), take a look at paint.net. Since it's free, you've nothing to loose. Of course a good idea is to try the trial versions of the two mentioned before.

The 4.0 is not available on the web. The only available downloads are on P2P and torrent sharing. They are not genuine, and using them is not legal.
