I bought a new 9.6V NiCd pack battery but after I charged it the car run only 1 min or less. I measured the pack and it shows only 4V. I'd appreciate your comments

A 9.6 volt battery should read around 10 volts or higher after a full charge. If your battery only worked for a minute and has 4 volts then you received a bad battery and it should be returned for a properly functioning battery. Or your battery charger is not charging properly.
It's simple enough to test. Get a volt meter and set it to DCV (DC Volts). Now turn the charger on as if you were going to charge the battery. Now place the positive terminal in the positive side of the connector on the charger. Do the same with the negative side. If it does not read AT LEAST 9.6 Volts (probably more like 10.2 - 10.5 Volts) then the charger is not putting out enough to charge the battery. A new battery charger will be needed.
If the volt meter reads anything lower than 9.6 then the battery is bad and you will want to get it exchanged.

I should say if the charger reads 9.6V or higher then the battery should be exchanged.
