Video Game Consoles & Games - Atari - Act of War: Direct Action for Windows
I have the original disc version and I Solved my problem! I launch as Administrator, right click the icon go to launch as admin and it may give ya the "16bit incompadibility" but just press ok, that's what I did and I've been playing it ever since, try it and tell us how You did atomicwax02.
If you are checking the integrity, STEAM should replace the file if it finds a missing or changed file. I am not sure why it would not.
If its not letting you fix the file from the integrity check, find any saved games you have (could be in my documents folder if not in steam) and re-install the game via steam. Right click - uninstall, then install. This will fix the problem.
